Yes! There is an actual path down there. It's a LOT of stairs but easier than navigating the crazy streets. If you go to Open Street Maps and zoom in on the Citadel, just past the parking, you'll see a dotted red line to the theater. Those are the stairs. Basically, you walk from the Citadel, through the parking lot and keep right. You'll walk down a street and then see a set of steps between buildings. You just keep going down and you'll see the theater at various points. Crossing the street is a challenge, so look for other people crossing and go with them!

Saturday through Thursday the posted summer hours were 10am to sunset. Friday, the inside of the amphitheater did not open until 2.00pm. However, we were also there during Ramadan and the hours to open were very sporadic and it seemed liked they wanted to close the theater about 3.00pm to get home to prepare the evening meal. You can still walk around the outside (not the actual seats) and look through the gates at any time.
