Officials at the Department of Homeland Security and the Defense Department are racing to set up multiple tent facilities in Guantanamo Bay, Cuba, to house thousands of migrants, but the scattered efforts have prompted questions internally about who’s in charge and what will happen once people arrive on site.

The Times has obtained a list of 53 Venezuelan men the Trump administration has put in a wartime prison built to hold Al Qaeda suspects.

The Trump administration has flown about 100 immigrants from El Paso to Guantanamo Bay. ProPublica and The Texas Tribune identified nearly a dozen of them and spoke to relatives of three of them.

In a lawsuit, the groups asked a judge to enable lawyers to communicate with the men in case they would like legal representation.

The lawsuit alleges that the migrants have been "disappeared into a black box" and are unable to communicate with attorneys.

Civil rights attorneys sued the Trump administration on Wednesday to gain access to detained migrants who they say have been flown to Guantanamo Bay and held there without being able to consult lawyers or speak to relatives.

The American Civil Liberties Union is suing the Trump administration over the migrants recently taken to Guantánamo Bay.
