U.S. President-elect Donald Trump's incoming Ukraine envoy has postponed a fact-finding trip to Kyiv and other European capitals until after Trump's inauguration on Jan. 20, according to four sources with knowledge of the trip's planning.

Kyiv said in November that Ukraine welcomed the nomination of retired U.S. Army Lieutenant General Keith Kellogg as Trump's pick for Ukraine envoy.

I think the key issue here is a formal one. Trump is not yet president; he hasn’t taken the oath. How can he send Kellogg if he isn’t officially the head of the US executive branch, which is still led by [current President Joe] Biden?
