The White House Office of Management and Budget on Wednesday rescinded a memo that froze federal grants and loans and created widespread confusion this week.

Several executive orders Trump signed last week pause or end some federal funding. Those executive orders, which remain in place, include the freezing of foreign aid, all funds to federal grantees who received money for DEI-related purposes and all funds appropriated through the Inflation Reduction Act.

The Trump administration’s plan to implement a sweeping freeze of federal aid sparked immediate confusion, uncertainty and downright panic among nonprofits, local governments and other groups, many of which provide aid and services to some of the most at-need residents in Southern California.
